Can be very slow to germinate, but will usually start popping up slowly after two or so weeks.

Delphiniums can be perennial-ish depending on where you are. They are typically sensitive to wet soils, and will most likely have better survival rates into their second year in colder drier climates. So being the warm, humid & wetter climate that we have, we mostly grow them as annuals and celebrate any that surprise us and come back for their second year!
